One of the many recent standouts on New York’s Captured Tracks label, Blouse’s ethereal dream-pop captivates and seduces. Based out of a Portland warehouse and featuring Jacob Portrait of last year’s Oregon pick, Unknown Mortal Orchestra, Blouse’s ’80s new-wave sounds are injected with wistful romanticism by angelic vocalist Charlie Hilton, a Los Angeles native who has gotten lost in the dreary haze of Oregon’s most popular artist colony. Discovered after posting only two tracks on Bandcamp, Blouse’s self-titled full-length is a black-lit foray into emotional pop, crafted with vintage gear and a futuristic approach. There’s an innocent core under all those synthy layers of gray-skied gloom, much like their home city itself.
